
Ian C. Kelly will be appointed new U.S. Ambassador to OSCE, President Barack Obama stated. Since May 2009 Kelly worked as U.S. State Department Spokesman with the rank of Minister Counselor.
Ian Kelly was the Director of the Office of Russian Affairs in Washington, DC from August 2007-April 2009.
Before returning to Washington, he served as Public Affairs Advisor at the U.S. Mission to NATO (2004-2007),
Ian was the Director of the Office of Russian Affairs in Washington, DC from August 2007-April 2009.
Kelly also held positions at U.S. Embassies and Consulates in Moscow, St. Petersburg, Ankara, Vienna and Belgrade.
Kelly taught Russian at Columbia University and received his doctorate there in Slavic Languages and Literatures in 1986. Kelly’s candidacy was approved by U.S. Senate.
