YEREVAN. – “Will [Russian Federation] RF President [Vladimir] Putin come to Armenia in the first half of November?”, Hraparak daily asks, and continues:

“Our Russian diplomatic sources inform that such high-level visits cannot be ‘spontaneous;’ the parties must know about that at least two months ahead [to make preparations].  

And with respect to the agreement on the two billion dollars, which the Russians are preparing to allocate [to Armenia] if Armenia joins the Eurasian Union, according to them: ‘It is still too early to speak about that. It is true that the Armenian party has begun the documentation activities, but if there come a need to sign such agreement, the Armenian party will go to Moscow, and not the other way around.’ To note, the talk about a $ 2 billion loan was made during a [Armenia’s President] Serzh Sargsyan-Vladimir Putin meeting in Moscow.      

We tried to verify from the RF Embassy in Armenia as to whether or not Putin will come to Armenia in November. ‘We have no official information on the visit,’ RF Embassy’s press officer Sergey Abelyan said.”
