Russia remains a key factor in Azerbaijan-Armenia relations and development of the situation in the South Caucasus, American expert belives.

David Merkel, a Senior Fellow at Johns Hopkins Center for Transatlantic Relations, delivered a speech “The Implications of Failing to Resolve the Karabakh Conflict” during the international conference organized by the Jamestown Foundation, Voice of America reported.

The expert deems the West, in particular the U.S., can play a crucial role in the settlement on conditions of high level interference in the peace process.

Moscow must admit the prospect of maintaining status quo, Merkel said. The Karabakh conflict is one of the areas when policy of reloading can be effectively used by Obama administration, he added.

Former U.S. Ambassador to Azerbaijan Matthew Bryza supported Merkel’s opinion on high level interference, noting that settlement of the regional problems can be implemented not only by administration, but Republican politicians.
