Armenia’s and Azerbaijan’s PACE delegations met along the lines of the summer session of the organization. 

Naira Zohrabyan—Prosperous Armenia Party National Assembly Faction Secretary, and member of the Armenian delegation to PACE (i.e., the Parliamentary Assembly of the Council of Europe)—told the aforesaid to Armenian News-NEWS.am. She added, however, that an agreement was reached not to disclose the details of this talk.     

“[But] we ruled out the discussion of matters that are under the competence of the OSCE Minsk Group Co-Chairs. In other words, it was clear that PACE had no mandate to discuss the settlement of the [Nagorno-]Karabakh conflict,” she said.  

Zohrabyan informed that the Armenian delegation proposed to examine matters whose discussion is acceptable within the OSCE format.  

“Specifically, the issues referred to Azerbaijan’s preaching of enmity and xenophobia, and the formation of a climate of trust. Those matters, which the OSCE Minsk Group is engaged in, should not be discussed in this [i.e., PACE] platform. Any such discussion will bring us to an impasse,” Naira Zohrabyan concluded.
