OSCE Secretary General Lamberto Zannier said the organization can offer solutions to the conflicts, but it is down to the sides themselves to accept them and to decide to move forward or not.

“We have mechanisms that developed over time to deal with all those issues but at the end of the day the role is mediation. We can obviously offer solutions, but it is down to the sides themselves to accept them and to decide to move forward or not,” he said in an interview with Council of Europe journal.

He noted that sometimes OSCE simply does not see the necessary political dynamic that would make our efforts conducing towards reaching a settlement.

 “In some areas we even register steps backward, for example in Georgia where we had to close down our presence,” he added.

Asked whether there is hope for solution to the Karabakh and Transnistrian conflicts, Lamberto Zannier noted there is no single dynamic or single rule and OSCE depends very much on development of relations among participating states and we try to find the right angle to generate progress.
