YEREVAN. – Turkish FM Ahmet Davutoglu’s recent statements suggest that he has begun the second phase of Turkey’s “zero problems with neighbors” policy, which has failed.    

Turkologist Andranik Ispiryan stated the aforesaid at a press conference on Thursday.

In Ispiryan’s words, the Turkish media findings and Davutoglu’s statements attest to this fact. 

The turkologist noted that, in 2014, the second phase of this policy plans to reflect on five matters: Improving relations with Armenia; reviewing relations with Cyprus, and with Iraq; reducing the tension in relations with Israel; and Syria-related matters.     

Reflecting on the likelihood of the Turkish FM’s participation in the Yerevan meeting of the Organization of the Black Sea Economic Cooperation, Ispiryan noted that this will become clear after the forthcoming talks between Russian President Vladimir Putin and Turkish PM Recep Tayyip Erdogan. But the turkologist stressed that Davutoglu’s visit is highly unlikely.  

He also noted that the process, which Davutoglu had started in connection with Armenia, has already failed because he once again posits the Nagorno-Karabakh conflict settlement as a precondition for normalizing Armenian-Turkish relations.    

“Davutoglu’s statement gives you the impression that [as if] he never sleeps and thinks solely about normalizing relations with Armenia,” Andranik Ispiryan stated.
