YEREVAN. – The international community’s position, toward a pacific settlement of the Nagorno-Karabakh conflict, is consistent with Armenia’s outlook, notes the Armenian MFA 2013 Report. 

As per the report, in 2013 Armenia, together with the Organization for Security and Cooperation in Europe (OSCE) Minsk Group co-chairs, continued the efforts to settle the matter. 

On June 18, the presidents of the Minsk Group co-chairing countries (Russia, USA, France) issued a joint statement on the settlement of the Nagorno-Karabakh conflict. The statement noted that the people need to be prepared for peace, not war.   

Responding to the above statement on the same day, the Armenian FM noted that Armenia, together with the co-chairing countries, is united and resolute in achieving solely a peaceful settlement of the conflict, and shares co-chairs’ outlook. The FM also reaffirmed Armenia’s commitment to the precepts of international law.  

On November 19, the presidents of Armenia and Azerbaijan met in Vienna. They agreed to give new impetus to the future talks, and commissioned their FMs to continue the activities toward invigorating the peace process.

On December 5, the statement, by the heads of delegations of the OSCE Minsk Group co-chairing countries and the Armenian and the Azerbaijani FMs, was adopted in Kyiv. The heads of delegations of the OSCE Minsk Group co-chairing countries expressed the hope that the forthcoming meetings will contribute to the peace process.

Five meetings were held, in 2013, between the FMs of Armenia and Azerbaijan, and under the brokerage of the OSCE Minsk Group co-chairs. 

Views were exchanged, on the avenues for a pacific settlement to the Karabakh issue, also at the talks that were held within the framework of the co-chairs’ regional visits.   

In 2013, the parliaments of the US States of Maine and Louisiana recognized the independence of the Nagorno-Karabakh Republic (Artsakh). 

During the reporting period, numerous events were organized abroad, and devoted to the 25th anniversaries of the Artsakh movement and the pogrom against Armenians in Sumgait, Azerbaijan.
