YEREVAN. – Armenia and Turkey have two frozen protocols and lack of political will for their revival, Turkish expert Mitat Celikpala said.

South Caucasus is definitely priority for Turkey, and Ankara is trying to be more active in the region, he said.

“Ankara's policy on South Caucus is aimed at creating the region where Turkey will be one of the main and effective players, being different from Russia in terms of constructive and not aggressive policy,” he said.

Celikpala noted that Turkey define itself as the only active pro-Western factor in the region, trying to contribute to solving all regional conflicts. He said Turkey is working on creative ideas to settle the issue of Nagorno-Karabakh.

“Karabakh talks are priority for Turkey's foreign policy. Karabakh effect became a new issue for Turkey's foreign policy for the reasons of Armenia-Turkey protocols,” he noted.

The analyst said Turkey and Russia are partners, but their prospects in South Caucasus are different.

“Both Turkey and Russia are trying to materialize their regional aspirations, and are rivals. This led Turkey to U.S. and EU,” Celikpala added.
