Armenian President Serzh Sargsyan issued a welcoming address to the participants in the International Strategic Policy Forum titled “The Integration of National and Regional Peacekeeping Capacities into the Global System of Peace Operations Based on the Principles and Standards of the UN”.

Sargsyan’s welcoming remarks were presented by Major General Hayk Kotanjian, Head of the Institute for National Strategic Studies (INSS) of the Ministry of Defense of Armenia.

“I would like to cordially welcome the organizers, participants and guests of the International Conference ‘Integration of national and regional peacekeeping capacities into the global system of peace operations based on the principles and standards of the UN.’ 

“The current representative composition of participants confirmed the relevance of the proposal of the Secretary General of the Collective Security Treaty Organization Mr. Nikolay Bordyuzha of June 2013 to hold in Yerevan annual international forums in an expanded format – with the participation of representatives of academic-expert circles both from member states of the Organization, and other prestigious international organizations and states beyond boundaries of the CSTO.

“Wishing a successful start and fruitful work, I want to express the hope that the forum will become an academic platform for exchanging views and ideas on the issue of peacekeeping as an important element of maintaining peace, stability and security.

“The peacekeeping operations of international organizations play a significant role in the contemporary world. They are an essential tool for preventing the escalation of internal and international conflicts by peaceful means – by initiating and establishing dialogue between the conflicting parties. Armenia fully realizes the importance of dialogue, aspiration for mutual understanding, non-militaristic approach to dispute resolution.

“Armenia, as a founding member of the CSTO, along with other countries of the Treaty confirms its commitment to preventive diplomacy as an important means to maintain security and prevent crises. We believe that the most important component of the CSTO member states’ priorities is peacekeeping aimed at strengthening international and regional security.

“I hope that your conference will further enrich the academic and practical instruments for cooperation in the field of peacekeeping, and will make an important contribution to the consolidation of efforts of the international community in providing security and stability, conflict prevention and peaceful settlement of emerging conflict and crisis situations.

“I also have no doubt that the ideas and recommendations expressed by you will be in demand and will facilitate the constructive dialogue with all states, international and regional organizations that share the principles of the CSTO, including in the field of peacekeeping,” President Sargsyan’s message runs.

The organizers of the aforesaid forum are: Institute for National Strategic Studies of the Ministry of Defense of the Republic of Armenia (INSS, MOD, RA); Secretariat of the Collective Security Treaty Organization (CSTO); Joint Staff of the CSTO, Academic-Expert Council of the CSTO: Center for Euro-Atlantic Security of the Institute for International Studies of MGIMO (University) – MFA, RF; Russian Political Science Association (RPSA), Political Science Association of Armenian (PSAA).
