YEREVAN. –  On July 4 the Ministry of Territorial Administration of Armenia (MTA) and the Swiss Agency for Development and Cooperation (SDC) have signed a new four-year programme on “Improvement of the Local Self-Governance System of Armenia” worth USD 5.7 million.

The programme contributes to strengthening accountability, effectiveness and efficiency of the local self-governance system in Armenia.

SDC is joining forces with the Deutsche Gesellschaft für Internationale Zusammenarbeit, the Council of Europe, the United Nations Development Programme and the Armenian Social Investment Fund to support the Government and the municipalities of Armenia in reforming the local self-governance system of the country.

Designed around governmental plans to enlarge municipalities, this programme will provide technical assistance in the form of capacity building and expertise for strengthening local governance and decentralisation. Furthermore, it will help to improve public service delivery and facilitate access of municipalities to capital investments for local and regional development.

Within the initial timeframe of four years (2014 - 2018) the programme aims at creating stronger municipalities in terms of governance and management, increasing the efficiency and quality of public service delivery to citizens through the creation of additional citizen offices and strengthening municipalities’ capacities in priority setting and in attracting public funds for municipal and

inter-municipal development projects. Strengthening the Communities’ Association of Armenia and empowering more women to take an active stake in local politics are other important components of this programme.

On the national level SDC will support the close cooperation between all major stakeholders in local governance in order to jointly develop the necessary policies for a more efficient local governance system, eventually promoting increased decentralisation.

At the municipal level, the programme will particularly focus on the two Southern regions of Syunik and VayotsDzor, where SDC has been active in supporting economic development along the livestock and fruit processing value chains for many years.
