The main problem of the Ukrainian crisis was official Kyiv' refusal to hold talks with the south-east, Russian FM said.

Sergey Lavrov stressed Ukrainian authorities' reluctance to talk respectfully with the country's south-east, to sit at negotiation table and to start dialogue, in particular on constitutional reforms, Interfax reported.

During the press conference on Monday, Russian Foreign Minister said Moscow expects deployment of OSCE mission on the border between Russia and Ukraine.

Commenting on weapon supplies to the pro-Russian activists, Lavrov said Russia had offered to deploy observers on the border, but OSCE is protracting the process.
