On September 15, the representatives of several Armenian NGOs had submitted a petition to the international organizations for the prevention of torture, and in relation to the case of Karen Petrosyan, the Armenian citizen who had died while in captivity in Azerbaijan.

And in response to this petition, the Council of Europe (CoE) European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment has informed that the petition was discussed at the Committee Secretariat, and it was decided to submit it for consideration by all committee members at the committee plenary session slated from November 3 to 7.

Separately, the United Nations (UN) Committee against Torture likewise has responded to this petition, informed that it has been approved, and the matter it raises will be taken into account within the framework of the monitoring of Azerbaijan. This committee recommended to the petitioners to also petition to the UN specialized agencies with special procedures.

Karen Petrosyan, a 32-year-old resident of Chinari village of Armenia’s Tavush Region, was captured by the Azerbaijanis on August 7, and on the next day, Azerbaijan informed that the young Armenian man had “suddenly” died of an “acute heart failure.”
