YEREVAN. – The Armenian National Assembly (NA) factions will meet with the government members in the parliament, during which some fundamental approaches will be clarified.

Non-pro-government Prosperous Armenia Party NA Faction member Mikayel Melkumyan told the aforementioned to reporters on Wednesday, and following the parliamentary forces’ meeting with NA Speaker Galust Sahakyan, during which the Law on Turnover Tax was discussed.

In turn, opposition Armenian National Congress (ANC) NA Faction Secretary Aram Manukyan expressed confidence that the government representatives again will disagree with the initiative of the four non-government NA factions (ANC, PAP, ARF Dashnaktsutyun, and Heritage).

“We have said that this could lead to major political processes. We have informed that we intend to convene a special parliament session; that is to say, the authorities are aware of our future actions,” Manukyan added.

The “parliamentary four” proposes a new bill for the Law on Turnover Tax. This draft law will enable Armenia’s merchants to choose between either working with the old law, giving a 3.5 percent turnover tax, and refraining from documentation, or working with the new law, giving a one percent turnover tax, but carrying out documentation.

Pursuant to the government amendments to the Law on Turnover Tax, which have come into force on Wednesday, a business enterprise will be warned at first, and, subsequently, it will be fined for not submitting a document on its commodity circulation. The large businesses, however, often do not provide documents to the small and medium-sized enterprises concerning the products. The government justifies these amendments with the need for taxing Armenia’s large businesses.
