YEREVAN. – Armenia's Constitution needs to be reformed regardless of political environment, Justice Minister Hovhannes Manukyan said during Cabinet's meeting on Thursday.

“Whether the reform is carried out today or tomorrow, sooner or later is a matter for discussion. If you ask me as a lawyer, I can say there are gaps in the Constitution, not only in public administration, but in the area of human rights protection. Reforms are needed,” he said.
