YEREVAN. – The OSCE Minsk Group co-chairs fear that they are losing leverage over Azerbaijan, analyst Richard Giragosian told Armenian News-NEWS.am.

Giragosian, director of Regional Studies Center, believes that the mediators are worried about the increase in fighting.

“And this allows Russia to exploit the differences – playing bad cop in the OSCE, but good cop by reaching out and selling arms to Baku,” he said.

In their statement made after the meeting with Azerbaijani Foreign Minister Elmar Mammadyarov, the co-chairs called on Azerbaijan to observe its commitments to a peaceful resolution of the conflict, at the same time urging Armenia to take all measures to reduce tensions.

Asked whether there can be some moves going beyond the statements, for example introduction of sanctions against Azerbaijan, the analyst said: “No, not yet. Russia would not allow it, and the issue is not important enough for the U.S. or France to use any political capital necessary for any further move”.

As to whether the statement can be called “unprecedented” in terms of calls addressed to Baku, Giragosian said: “yes, exactly – hidden by diplomatic vocabularly but a strong message” .
