YEREVAN. – The Nagorno-Karabakh conflict settlement talks are not conducted within the framework, or under the patronage, or mediation of the European Court of Human Rights (ECHR).

The Minister of Foreign Affairs of Armenia, Edward Nalbandian, stated the aforementioned at the Rose-Roth seminar of the NATO Parliamentary Assembly, which got underway Thursday in Armenia’s capital city of Yerevan. Nalbandian noted this in response to a query on his view regarding the Azerbaijani interpretations of the ECHR decision with respect to the lawsuit: Chiragov v. Armenia.

“The decision reached in the Chiragov lawsuit refers to an individual court case, which cannot impact the negotiation process on the settlement of the Karabakh conflict,” Nalbandian said, in particular.

In the FM’s words, Azerbaijan’s exploitation of this decision can only undermine the peaceful settlement efforts.

“Matters in connection with the right to return of the refugees and displaced persons are an integral part of the negotiation process,” Nalbandian stressed. “They can be resolved as a result of a comprehensive settlement of the conflict.”
