YEREVAN. – The constitutional reforms are made to increase the efficiency of the system of governance. 

Ruling Republican Party of Armenia (RPA) MP Artak Davtyan expressed such a view at a press conference on Friday. He noted that most debates regarding the new draft Constitution are based on assumptions.

“The new draft proposes a parliamentary majority, and a key objective of the reforms is to increase efficiency of the parliamentary system of government,” said Davtyan. “[But] it should not be so that we have moments of crisis in governance, instead of increasing efficiency.”

To the debated issue of who will be the Commander-in-Chief of Armenia’s army in times of peace, the RPA MP noted that this is clearly set out in the new draft Constitution: “It will be the Prime Minister.”

Artak Davtyan assured, however, that this new draft Constitution is still an initial version, and that holding respective discussions and offering proposals for solutions are very important at this phase.

Chapters 1 through 7 of the new draft Constitution of Armenia were made public on July 15. Accordingly, the country will make a transition from a semi-presidential to a parliamentary system of governance.
