YEREVAN. – Armenia will develop better unless there is an absolute majority in parliament, expert Stepan Safaryan believes.

A system where the winner takes it all has been formed, the analyst told reporters on Monday.

“The proposed draft constitutional reform does not solve the problem of the shortcomings. In general, the main drawback of the Constitution – the lack of a clear distribution of powers – remains unchanged. We are only dealing with the change of the power center,” Safaryan added.

The current Constitution, he continued, introduced quite a tricky mechanism by which the judiciary depends on the executive branch.

“The problem of judicial independence has not been solved in the current draft of the constitutional amendments,” he emphasized.
