YEREVAN. – Introducing stable majority does not mean establishment of monopoly of one political party, head of ARF Dashnaktsutyun faction Armen Rustamyan said after a meeting with the Venice Commission members.

The parliamentary system of government may create a situation when it is possible not to form a majority.

“Given Armenia's military situation, we ruled out the stage of permanent elections, because if there is no majority, new elections should be held,” he said.

The next problem is that the government can be formed, but this will be the government of minority.

“It is also vulnerable, because this causes distrust. The situation used to be unstable, since the coalition was composed of many members, they had many differences which lead to the collapse of the government,” ARF member added.
