YEREVAN. - The effectiveness of a system of governance also depends on its application, Artak Zakaryan, Armenia's ruling RPA party MP and chair of the Standing Committee on Foreign Relations, told Armenian News – NEWS.am, touching on the issue on how effective the parliamentary form of governnace will prove in Armenia.

“If we are able to form a professional parliament with experienced political forces and politicians with serious background, the parliamentary form of governance will apparently become an effective model for our country,” Zakaryan said.

To the wide-spread view about the expediency of the semi-presidential form of governance for Armenia as a country in war conditions, the MP responded that the whole thing is in the process of adopting decisions. “If we manage to form a stable system of adopting decisions and a majority acting confidently, whether coalitional or formed with the help of one force, I think the security issues will be fully resolved,” Zakaryan said.

Serzh Sargsyan today started holding consultations with the political forces on constitutional reforms. In this framework, the President has already met with the representatives of Prosperous Armenia, ARF and Orinats Yerkir parties.
