YEREVAN. – The European Commission for Democracy through Law (Venice Commission) presents its professional view without being profound in the political problems and security issues of Armenia.

Ruling Republican Party of Armenia (RPA) MP Artak Zakaryan, who is also Chairman of the National Assembly (NA) Standing Committee on Foreign Relations, told the above-said to Armenian News- NEWS.am. He noted this commenting on the remark that the Venice Commission has recommended that the provision of a two-phased parliamentary election system in Armenia should be removed from the new draft Constitution and included in the Electoral Code of the country.  

“We are guided by the interests of our state,” said Zakaryan. “We need to have a [parliamentary] majority that functions with a guarantee from the legal viewpoint.”

In the RPA MP’s words, the decision-making process needs to be completely ensured in Armenia. 

“[We] thank the Venice Commission,” stressed Artak Zakaryan. “But there are problems that we have to solve [ourselves].”

Venice Commission members on Monday arrived in Armenia on a two-day visit. They met with members of the country’s Specialized Committee on Constitutional Reforms, and representatives of political forces.

The new draft Constitution of Armenia has been forwarded to the NA. The respective parliamentary debates are expected to get underway during its first four-day fall session. And as per the NA speaker, the constitutional referendum should be conducted in late fall.

Pursuant to the new draft Constitution, Armenia will make a transition from a presidential to a parliamentary system of governance.
