YEREVAN. – Member of the ruling Republican Party of Armenia (RPA) National Assembly Faction, Gagik Minasyan, does not share second President Robert Kocharyan’s concerns regarding the proposed constitutional amendments.

Minasyan informed about the above-said at a press conference on Saturday.

In his words, abandoning the majoritarian electoral system will not result in the continuance of the rule of one political party, but rather lead to the setting up of a coalition government and the creation of a multiparty system, which is characteristic of civilized countries.

In addition, as per the ARF MP, these constitutional amendments ensure a change of power without shocks in Armenia.

Second President Robert Kocharyan had expressed a view that the proposed draft constitutional amendments will establish a de facto single-party system in the country, and this contains considerable risks of political monopoly and stagnation.

The referendum on Armenia’s draft constitutional amendments is slated for December 6.

Pursuant to the new draft Constitution, the country will make a transition from a semi-presidential to a parliamentary system of governance, and conduct completely proportional parliamentary elections.

The opponents of the proposed constitutional amendments, however, consider them to be primarily the authorities’ attempt to hang on to power.
