YEREVAN. – Head of the ruling Republican Party of Armenia National Assembly (RPA NA) Faction, Vahram Baghdasaryan, believes that everyone failed in connection with the adoption of yet another ant-Armenian report within the framework of the Parliamentary Assembly of the Council of Europe (PACE).

Baghdasaryan stated the aforementioned speaking to Armenian News-NEWS.am.

A report, entitled “Intentional Deprivation of Inhabitants of Azerbaijani Border Regions of Water,” by PACE’s MP Milica Marković (Bosnia and Herzegovina)—and regarding Sarsang Reservoir in the Nagorno-Karabakh Republic (NKR)—was approved on Monday, November 23, by the PACE Committee on Social Affairs. Marković, however, had presented this report without visiting the NKR. 

“If a key rapporteur presents a report without studying the given area and is unaware of what she is talking about, naturally, its [i.e. the report’s] outcome was already decided beforehand,” Baghdasaryan said.

To the query on whether the Armenian NA delegation to PACE had failed to thwart these reports and it should review its modus operandi, the RPA MP responded: “We have reviewed our work. The failure is not of the delegation; we all have failed, and we need to believe that (…) it is the common job of everyone.”

Vahram Baghdasaryan recalled, however, that this incident is a result of Azerbaijan’s “caviar diplomacy.”

Another report, entitled “Escalation of Violence in Nagorno-Karabakh and Other Occupied Territories of Azerbaijan,” by Robert Walter (United Kingdom, EC) was approved on November 4 by the PACE Committee on Political Affairs and Democracy.

Both reports will be debated at the PACE winter session in January 2016.
