Azerbaijan did not permit the Organization for Security and Co-operation in Europe (OSCE) to conduct a monitoring on the Line of Contact with the Nagorno-Karabakh Republic (NKR/Artsakh).

Reflecting on the OSCE’s planned monitoring, NKR Ministry of Foreign Affairs Spokesperson Ani Sargsyan told the following to Armenian News-NEWS.am: “We have already announced on [Wednesday,] April 6 that the Office of the Personal Representative to OSCE Chairperson-in-Office petitioned to the Karabakh side requesting to assist in conducting a monitoring on the line of Contact of the NKR and Azerbaijani armed forces, especially in the direction of Seysulan village of NKR Martakert Region.

“The NKR authorities immediately gave their consent, and they affirmed their readiness to take all necessary measures to ensure the safety of the participants in the monitoring.

“[But] a monitoring on the Line of Contact is conducted only in case of consent and security guarantees by the two sides—the NKR and Azerbaijan.

“Up to this point, we have no information on a positive response of the Azerbaijani side.”
