YEREVAN. – After Armenian and Russian Foreign Ministers Edward Nalbandian’s and Sergei Lavrov’s joint news conference Friday in Armenia’s capital city of Yerevan, the Republic of Armenia (RA) ruling circles and pro-government media had raised a wave that it seemed the Armenian side has also won at the negotiating table, according to Zhoghovurd daily.

“The governmental officials were rejoicing by making a ‘flag’ of the first part of words by the RF [i.e. the Russian Federation] minister. But in reality, in the second part of his speech, Lavrov stated that the so-called Kazan document is put on the negotiating table, since the [Nagorno-Karabakh peace] talks in 2011 were held around it.

“Signing of the Kazan document failed at Azerbaijan’s fault. That is why an attempt is made in the RA to present as evidence that the document is to our [i.e. the Armenian side’s] benefit.

“The Kazan document envisions the handing of five of the liberated regions over to Azerbaijan. This document [also] envisions the deployment of [international] peacekeepers at the [Karabakh-Azerbaijan] Line of Contact, and the withdrawal of the Armenian troops.

“[But] who will and how will he guarantee that foreigners ensure the safety of the population of Artsakh [i.e. Nagorno-Karabakh] and Armenia, at the cost of their lives?” Zhoghovurd wrote.
