YEREVAN. - As long as the skirmish continues and Azerbaijan violates the ceasefire, any talks are out of the question, Armenian National Assembly (NA) Vice Speaker Eduard Sharmazanov told journalists after the Republican Party of Armenia (RPA) Executive body meeting Thursday.

In his words, during the meeting President Serzh Sargsyan presented the situation on the Line of Contact. Apart from this, inter-political and foreign policy issues were discussed. 

“The President noted that the resumption of the negotiation process requires three important steps: introduction of confidence-building mechanisms, targeted statements and guarantees that Azerbaijan won’t engage in new aggression and terrorism against the Nagorno-Karabakh people,” Sharmazanov said.

In his words, at the moment it’s still early to speak about resuming talks as long as the military actions are going on, Azerbaijan violating both the ceasefire agreement and the oral agreement reached in Moscow.“Armenia remains the guarantor of Karabakh people’s security. The issue should be solved through the implementation of the Nagorno-Karabakh people’s right to self-determination. Nobody can solve the issue without Stepanakert,”he noted.

Responding to the question on the possibility of the recognition of Karabakh’s independence by Artsakh, Sharmazanov said: “We will tell about this in due time. At the moment I can say that we are exclusively for the peaceful settlement of the issue. Regardless of Azerbaijan’s or Turkey’s wish, the Karabakh people started the fight for independence and Armenia will back their just demand”.

The Vice Speaker also touched on the NA Deputy Speaker Hermine Naghdalyan’s scandalous statement: “My colleague’s interview was misunderstood. Hermine Naghdalyan gave an interview, saying that the key to solving the Nagorno-Karabakh fate is in Stepanakert.”
