YEREVAN. - The human rights reports on the events in the Nagorno-Karabakh Republic (NKR) should be maximally clear and precise, Armenian Human Rights Defender Arman Tatoyan told journalists in the parliament Monday. This will only help their consideration, he added.

The interim report of the NKR Ombudsman, which was based on public sources and photos, is a demonstrative example, he said. “I personally raised this issue in the EU. The discussions with the leaders of European agencies are underway,” Tatoyan added.

The Office of the NKR Human Rights Defender in its turn came up with an analysis based on international law. Under the document, the side which launches military actions near peaceful settlements should be the one to be held liable for the victims and violations committed against the civilian population.

It’s also absolutely important that the issue be raised at specialist supranational organizations, such as the Human Rights Watch, the Ombudsman said. 

Among other objective assessments he pointed out to the conclusion of the European Ombudsmen Institute, which was prepared and published on the organization’s website on April 11 upon the latter’s own initiative.
