YEREVAN. - If the Nagorno-Karabakh Republic (NKR/Artsakh) wants to be the decisive side in the conflict, it must express its dissatisfaction now, head of Modus Vivendi Analytical Center, expert Ara Papian, told Armenian News – NEWS.am Tuesday.

In his words, if nothing is changed, the NKR will be invited to the negotiation table only when everything is already decided.  “[The OSCE Minsk Group Russian Co-Chair] Igor Popov always said that at a certain stage Karabakh must sit at the negotiation table, but only after everything is already decided.  If a certain document is signed and the Nagorno-Karabakh is invited to the talks, the Karabakh side will be told that everything is already decided, and it should only be happy and applaud,” Papian noted.

He also stressed that regardless of anything, Karabakh should attend all the stages of the talks. “At some stage, the Armenian authorities should state that they will no longer act on behalf of Karabakh and urge the international community to hold the further talks with the NKR authorities. I don’t think that this will lead to war,” Papian said, adding that the negotiation process per se will not prevent the military actions.

Earlier, Igor Popov told Armenian News – NEWS.am that Nagorno-Karabakh should return to the negotiation table, I suppose that at a certain stage, for instance after reaching framework agreement, the Karabakh people must return to the negotiation table, since the issue concerns people who live and will live there,” Popov noted.
