Stepanakert demands the reinstatement of the format of Nagorno-Karabakh Republic’s (NKR/Artsakh) full participation in the negotiation process. But Azerbaijan is against this, and its deconstructive approach on this matter constantly delays the final settlement of the Karabakh conflict.

NKR Prime Minister Arayik Haroutyunyan told the above-said to Vzglyad, a Russian online newspaper.

“No success can be achieved without the direct and full participation by the Karabakh side, since the matter of Karabakh itself is being resolved here, and the Karabakh population shall consent to the final option for conflict settlement,” stressed the Artsakh PM. “The de facto situation is more important. In actual fact, the Republic of Armenia has direct and equal relations with official Stepanakert, [and] which are distinctive of two subjects of international law. Besides that, Yerevan also has not recognized Karabakh as a territory of Azerbaijan.”
