Presidents of Armenia and Azerbaijan are holding talks on the most important issues regarding the settlement of the Nagorno-Karabakh conflict, the U.S. Co-Chair of the OFCE Minsk Group James Warlick told Voice of America.

According to him, the Presidents are working on very serious working proposals. Of course, there are discrepancies on those working proposals, he added.  Nobody expected full agreement, but both sides, and more specifically both presidents, have agreed to continue working on those proposals.

Referring to the results of the recent talks on the Nagorno-Karabakh in Vienna and St. Petersburg, the American diplomat added that premature progress shouldn’t be expected.

In his words, they don’t hope to settle this conflict during one or two meetings between the presidents, but progress has been reached and it is necessary to be consistent.

The Ambassador also stressed that the achievements of the meetings include the presidents’ agreement to continue the negotiation process.

This first of all includes the commitment of the presidents to observe ceasefire, since the climate necessary for progress can be achieved only in case there is confidence that peace and stability on the Line of Contact of the Armenian-Azerbaijani border will be maintained, the American diplomat said, adding that after the negotiations in Vienna the sides have observed the ceasefire.

 The presidents of Armenia and Azerbaijan expressed commitment to certain measures aimed at creating confidence and stability for continuing the talks. Specifically, both sides approved the expansion of the OSCE capacity. According to Warlick, they would like to see those agreements implemented. In this connection, the Ambassador urged the sides to finally agree on all the details, approve the expansion of the mission and move forward.

Apart from this, during both meetings the presidents discussed the introduction of incident investigation mechanisms by the OSCE.
