Managing the relationship with Russia represents a key strategic challenge for the EU, reads the Global Strategy for European Union’s Foreign and Security Policy, presented on Tuesday by the High Representative of the EU for Foreign Affairs and Security Policy Federica Mogherini.

“Managing the relationship with Russia represents a key strategic challenge. A consistent and united approach must remain the cornerstone of EU policy towards Russia,” the document says.

It is also noted that “We will strengthen the EU, enhance the resilience of our eastern neighbours, and uphold their right to determine freely their approach towards the EU. At the same time, the EU and Russia are interdependent. We will therefore engage Russia to discuss disagreements and cooperate if and when our interests overlap.”

Parallel with this, the EU will deepen its partnership with NATO through coordinated defense capability development.

According to the document “When it comes to collective defence, NATO remains the primary framework for most Member States. At the same time, EU-NATO relations shall not prejudice the security and defence policy of those Members which are not in NATO.”

In this context, Ms Mogherini urged EU to strengthen the defense capabilities of EU so that the latter can undertake actions in cooperation with NATO as well as U.S, TASS reports.

“A more credible European defence is essential also for the sake of a healthy transatlantic partnership with the United States,” the strategy says.
