YEREVAN. – It is impossible to achieve serious progress without Nagorno-Karabakh’s full participation in the negotiation process.

Nagorno-Karabakh Republic (NKR/Artsakh) Minister of Foreign Affairs Karen Mirzoyan told the aforesaid to reporters on Thursday in Yerevan, the capital city of Armenia.

He noted this after the talk between NKR President Bako Sahakyan, and Organization for Security and Cooperation in Europe (OSCE) Chairperson-in-Office and German Minister for Foreign Affairs Frank-Walter Steinmeier, in Yerevan. 

Reflecting on the query as to whether Karabakh’s participation in the negotiation process was discussed during this talk, the NKR FM also stated: “This is the point about which we always speak; this is our official position. [This is] not only the demand by the Karabakh party, but the objective reality.”

In his words, however, this view is nothing new for the OSCE.

“We presented it again, and it was taken into account,” said Mirzoyan. “We also spoke about the fact that, regardless of the situation created in the negotiation process, regardless of whether or not the status quo is maintained, there are the humanitarian needs of the people of Karabakh, which must be met. And the OSCE, as a major international organization whose functions also include the humanitarian issues of the people living on its territory, should take steps in this direction. Specifically, the word is about the fact that because of the blockade [imposed by Azerbaijan], the Artsakh people’s rights to education, free movement, and several other rights are violated. The OSCE likewise may play a role in this direction.”
