The concept of sending peacekeepers to the Karabakh conflict zone does not surface now.

Alexander Lukashevich, Russia’s permanent representative to the Organization for Security and Cooperation in Europe (OSCE), told the aforesaid to RIA Novosti news agency of Russia.

“There is a concept, which was approved back in 1990s, on [conducting] peacekeeping operations in the Karabakh conflict zone,” said the Russian diplomat. “But this is the final phase of the settlement [of this conflict]. This idea does not surface now, since there is no settlement.

“But this is a very distant prospect. And considering the absence of the [conflicting] parties’ agreement on the precepts of [conflict] settlement, [it is] still a very theoretical issue at this moment.”

In addition, as per Lukashevich, this concept would be a huge challenge for the OSCE, since this organization has never been engaged in peacekeeping operations.
