YEREVAN. – The National Assembly of Armenia on Thursday adopted, in the second reading and in full, the bill on making amendments to the Electoral Code.

The draft law passed by a vote of 104 for, 5 against, and 2 abstentions.

These amendments provide for making video recording and ensuring live broadcasting at the election precincts in Armenia, and registering voters in advance by taking fingerprints to issue identification cards.

These amendments, however, will be implemented only if international organizations provide respective funding. 

A total of €16 million is needed for pre-registration alone, and donor organizations are willing to allocate €11.5 million of this amount. The opposition demands the remaining €4.5 million from the authorities, but the latter argue that the state budget does not have the respective money.
