YEREVAN. – Armenia posited the creation of a system that investigates the cases of ceasefire violation at the Nagorno-Karabakh conflict zone as a precondition to resume substantive talks on this conflict, according to Zhoghovurd newspaper. 

President of Armenia Serzh Sargsyan had announced this while returning from Vienna, whereas Azerbaijani President Ilham Aliyev does not agree with this.

Zoghovurd asked US Ambassador to Armenia Richard Mills his view on whether Russia would agree to the creation of such an investigative system, and when would it be possible that it eventually starts operating.

The ambassador responded that the Organization for Security and Cooperation in Europe (OSCE) Minsk Group co-chairs (Russia, US, and France) have supported the development of this investigative mechanism, and that their respective position has not changed.

Mills noted that there is a proposal at this moment regarding an investigative mechanism, and that it is submitted for the consideration of the parties. He added, however, that since this proposal is not yet adopted, they cannot give details related to it.

The US ambassador said that, nonetheless, they continue to hope that it will be possible to reach a swift agreement on this matter; that is, the parties to the Nagorno-Karabakh conflict were offered at this moment a specific option of such a system.
