YEREVAN. – There are positive elements in the presidential system of governance, which is proposed in the Nagorno-Karabakh Republic (NKR/Artsakh) by way of constitutional amendments.

Tevan Poghosyan, secretary of the opposition “Heritage” Faction of the National Assembly of Armenia, stated the aforesaid at Monday’s discussion on the constitutional amendments that are expected in Artsakh.

In his words, the governance model, which, along with optimization, will help understand the challenges and tasks of Karabakh, has been selected in the concept of constitutional amendments in NKR.

“If Nagorno-Karabakh is an independent state, we need to respect their decisions and approaches,” noted Poghosyan.

The deputy went on to say that huge work has been done in Artsakh over the past several months, after the four-day war which Azerbaijan had unleashed against the NKR in early April.

“We need to understand that this work must be permanent,” added Tevan Poghosyan.
