YEREVAN. – The agenda for constitutional amendments in the Nagorno-Karabakh Republic (NKR/Artsakh) is artificial.

Gegham Baghdasaryan, Editor-in-Chief of the NKR capital city Stepanakert-based Analyticon monthly analytical journal, stated the above-said at Monday’s discussion on these amendments that are expected in Artsakh.

In his words, constitutional changes are not the key to resolving the problems of the NKR.

“The challenges in Karabakh are lot more,” stressed Baghdasaryan. “If we speak about security, we always reflect on the arms issue. But the greatest guarantor of security is the man living prosperously on his land.”

Gegham Baghdasaryan said he does not agree with the view that these constitutional changes are conditioned by the four-day war which Azerbaijan had unleashed against the NKR in early April.

“I partly agree that it is directed at the reproduction of power [in Artsakh],” he added. “There is no obstacle for the reproduction of power. It’s about the reproduction of separate groups and individuals.”

The concept of NKR constitutional amendments, which was made public on August 16, proposes a transition to a presidential system of governance in the country.
