The UN Special Rapporteur on the situation of human rights defenders, Michel Forst, has urged the Azerbaijani authorities to rethink its punitive approach to civil society.

He noted the aforementioned at the end of his visit to the country.

“Over the last three years, the civil society of Azerbaijan has faced the worst situation since its independence,” the UN Special Rapporteur said, In his words, dozens of NGOs, their leaders, employees as well as their families have been subject to administrative and legal persecution: the authorities seize their assets and bank accounts, ban them from travelling and impose enormous tax penalties on them.

“At least 20 journalists and bloggers have been sanctioned in some way for the expression of critical views, and independent media outlets have had their licences revoked,” Mr Forst noted. 

In his statement, the Rapporteur also mentioned the restrictions on the freedom of assembly, including the use of force to disperse the peaceful protests.  

He also documented at least 45 cases of pressure on individuals who were going to take part in the peaceful assembly on 17 September. The protest was connected with the upcoming referendum on constitutional amendments, which is slated for 26 September.

Mr Forst urged the Azerbaijani government to observe the recommendations of the international organizations and establish human rights protection mechanisms. Moreoevr, he expressed readiness to provide support in this process.

Mr. Forst will present his final report to the Human Rights Council in March 2017.
