Nagorno-Karabakh Republic will be able to join the negotiations and express its position, only when discussion of some issues is impossible without its participation, MP from Republican Party of Armenia (RPA) Artak Zakaryan told a press conference on March 7.

According to him, at the moment there is legal basis to consider Nagorno-Karabakh a conflicting party. The OSCE does not specify conflicting parties in its statements and documents and in this regard Karabakh may become a full-fledged member to negotiations in accordance with principles of international law, Zakaryan stressed.

Referring to people’s right to self-determination and its implementation, the MP said it regards neither Armenia nor Azerbaijan, but Nagorno-Karabakh.

 “Karabakh people should make a final decision on the right to self-determination. When the negotiation process enters the stage of its implementation, the authorities and people of Nagorno-Karabakh should join the negotiation process to determine its position on territories and norms,” he noted.

The parliamentarian emphasized that Azerbaijan does its utmost to hinder the advancement of the negotiation process as it realizes if it keeps pace with the process, the time will soon come for Nagorno-Karabakh to be involved in the talks.

It means time has come for implementation of right to self-determination and Baku’s diplomacy for domestic and foreign audience will be considered unreasonable, he underscored.
