YEREVAN. - It is high time for Karabakh authorities to participate into discussions concerning Karabakh conflict resolution. It may also be done by opening OSCE office in Karabakh, told the head of Armenian parliament delegation in OSCE PA Aram Safaryan.

Safaryan believes that Minsk group mediators should offer OSCE Committee of Ministers to include Karabakh in negotiation process. The fate of people cannot be solved without taking into account their desires, he added.

 “I would like to remind that presidents of OSCE PA Goran Lenmarker and Joao Soares met Parliament speaker of Nagorno-Karabakh during their visit. Lenmarker visited Karabakh and met state authorities when working on the “Golden Opportunity” package, and Soares visited Karabakh representation in Yerevan and met parliament speaker of Karabakh,” Safaryan told and deplored that incumbent president of OSCE PA Petros Efthymiou did not act the same way.

According to him, parliament diplomacy may be effective and it sooner or later may be an element of the negotiation process. The power of parliament diplomacy may be revealed after achieving significant progress in official negotiations. Otherwise, these meetings will turn into propagandistic war.

OSCE PA session will be held in Belgrade on July 6-10.
