STEPANAKERT. – Nagorno Karabakh authorities expect that the sides will finally reach an agreement for Karabakh (Artsakh) to participate in negotiation process, Karabakh President Bako Sahakyan told Radio Liberty commenting on the Kazan talks between Armenian, Russian and Azerbaijani presidents. 

“We stated for many times that we welcome efforts of international community on Karabakh conflict peace resolution. Kazan meeting was not an exception. At the moment we have a certain satisfaction, especially when OSCE Minsk group co-chairs stated that final resolution of Karabakh conflict is impossible without Artsakh participation in negotiation process. We hoped that more clear agreement would be reached on Artsakh participation in negotiations at the meeting in Kazan,” the president added.

Sahakyan told that Azerbaijani side behaved in such a way at Kazan meeting that it could not help negotiations to run in a full format.

In response to the question on Karabakh position in case the document were signed in Kazan on returning territories, the President told that no final agreement can be reached without Karabakh participation.

OSCE Minsk Group co-chairs emphasized that it is difficult to reach a final agreement without Karabakh. That in turn means any agreement should be reached with Artsakh participation, Sahakyan added. Karabakh expects to restore negotiations from the beginning where it can express its own viewpoint but at this moment parties are far away from making decisions, he said. He added that Artsakh is always ready to discuss any issue with Azerbaijan.

“Armenian side, accounting for its interests and responsibility for international community, shows constructive approach to maintain peace process and reach to its logical end. However, Azerbaijan continues expressing unconstructive approach, and remains the main obstacle in negotiation process,” Karabakh President noted.

According to Sahakyan, Azerbaijan’s current disposition is also supported by its militaristic statements, which does not meet international standards.

“We call co-chairs and international community to change their attitude towards Azerbaijan and to carry compulsory measures in case of necessity. Azerbaijan should be brought to more restrained political culture,” Karabakh President concluded.
