Pan – Armenian Forum in Stepanakert was held in the end of the last week. It was organized by “Dashaktsutyun”, Armenian Revolutionary Federation under Nagorno-Karabakh President Bako Sahakyan’s patronage. The resolution adopted in the end of the Forum in Nagorno-Karabakh Republic on July 11, 2009 clearly states the goal of this major event which intents to tell international mediators that the Armenian side makes titanic efforts to stay loyal at the stage of negotiations over NK conflict settlement. And Stepanakert’s position concerning its participation in the negotiation process is quite tough. Sooner or later the international community has to consider it.

Speeches made at the Forum by ARF and NKR authorities were mainly addressed to Azerbaijani government and their frequently issued statements on military interference.

Nagorno-Karabakh Republic Foreign Minister Georgi Petrosian mentioned in his speech: “We did not participate in the discussion process of the document. Therefore, we are not committed to follow it. We have stated several times that any decision made without NKR will and agreement is considered insolvent.” He also commented on the joint statement over NG conflict settlement issued by he US, Russian and France presidents during G7 summit.

Both – Pan Armenia Forum resolution provisions and Georgi Petrosian’s statement on inclusion of NKR into negotiation process are absolutely fair and even belated. On the other hand, what were Karabakh authorities and ARF thinking about when Robert Kocharyan, the former President of Armenia did his best to fully exclude NKR from the negotiation process?
