YEREVAN. – The second section of the article on “The Right to Life: Death Penalty Ban” of the draft Constitution of Armenia literally writes: “Deprivation of life shall not be considered a violation of this article, if it is a result of such use of force which is absolutely necessary,” reported Zhoghovurd daily.

“In the meantime, the wording in the working Constitution is as follows: ‘Everyone has the right to life. No one shall be sentenced or subjected to the death penalty.’  

“And had the wording present in the new draft been in the working Constitution, they could have said, after the March 1, 2008 events [in capital city Yerevan], that the killing of the ten people had been ‘absolutely necessary.’

“It remains to ask what developments the [ruling] regime [in Armenia] is preparing for,” wrote Zhoghovurd.
