YEREVAN. – The authorities of the Republic of Armenia (RA) are unable to agree on several key issues of the new draft Electoral Code, according to Zhoghovurd daily.

“The RA authorities are unable to simultaneously combine the solution of two problems so that they would be able to make the solutions proposed with the new Electoral Code to the liking of European experts, and that it would be possible to oversee the outcome of the elections in the future.

“As a result, the RA authorities still cannot decide what to do. That is why even [President] Serzh Sargsyan’s decree was disregarded,” Zhoghovurd wrote.
