YEREVAN. – The Republic of Armenia (RA) authorities constantly repeat that they do not know how to resolve the problem that everyone is convinced that during elections votes were not stuffed in the stead of absent voters and the results were not distorted, Zhoghovurd daily reported.

“Actually, this problem has a very simple solution, and Zhoghovurd has learned that this was considered when developing the new draft Electoral Code. Even the cost of introducing this system was calculated, which amounted to about 2 million [US] dollars, but for some reason this approach fell into oblivion in the future.

“The essence of this system lies in the fact that the voter shall take part in the voting solely with an ID card, and solely the names of the voters who have an ID card shall be in the voters’ list.

“To introduce this system, it is necessary that all voters are given ID cards. According to the latest data, 636 thousand 250 people from among the RA citizens have [so far] received ID cards. That is, if the system is introduced, it will be necessary to issue about 900 thousand [additional] ID cards,” Zhoghovurd wrote.
