YEREVAN. – “Territory specified by the Constitution of the Nagorno-Karabakh Republic [(NKR/Artsakh)] is the precise legal and political term for the regions in question, according to Aravot daily newspaper of Armenia.

“We [i.e. Armenia] have not formally recognized this country [i.e. the NKR] (…). But we need to understand (…) that it is an established state, whose people and authorities determine the fate of their territory.

“Artsakh has a constitution, wherewith the regions in question belong to it.

“Neither I nor [Russian FM Sergei] Lavrov nor [US President Barack] Obama nor any other person can (…) decide, instead of the people of Artsakh, the fate of not solely those regions, but of their half meter.

“We cannot, even theoretically, solve the Artsakh issue by military means,” Aravot wrote, in particular.
