The Armenian authorities pay the greatest attention to the part of the police that plays the role of "nightstick." The second president of Armenia and “Armenia” bloc’s candidate for prime minister, Robert Kocharyan, stated this during a meeting with the residents of Dprabak village.

The residents emphasized that compared to previous years, the standing of the Armenian army has fallen. Kocharyan replied that in the past the Armenian state has always emphasized the importance of the role of the army and servicemen, ensuring that salaries are at least a quarter higher than the salaries of law enforcement officers.

Now the state's attitude is different, and the road inspector receives more. Attention is paid to the part of the police that plays the role of a "nightstick", the politician continued. According to him, all this must change, and Armenia’s border should come first.

Evidence of the decline in the Armenian army’s prestige is that if previously there was a big competition for admission to a military institute, 7-8 people for one place, now they accept everyone without exception.

Residents complained also about the lack of roads and natural gas supply, the distance to passport offices, the high prices of land and construction, and also raised the issue of a school bus and houses in a landslide zone. “If you want to build a toilet on your own land, you have to submit a plan and ask for permission,” complained one of the villagers.

Kocharyan responded that the problem of houses in a landslide zone is solved quite simply—by building new houses. This can be solved, for example, if the authorities do not transfer bonuses to themselves for at least a month, the politician added. According to him, the issue of all such houses in Armenia can be solved in a few years, but it seems that the authorities are deliberately not solving it in order to force people to leave the village.

“There is social construction. In my time as president [between 1998 and 2008], they were restoring the Gyumri, Spitak [earthquake] disaster zones, and people didn't pay anything," Kocharyan recalled, adding that no social construction has been carried out in Armenia in the last 8 years.
