The European Commission has published the first progress report on Armenia’s visa liberalization action plan, the Ministry of Internal Affairs of Armenia informed Armenian News-NEWS.am On May 5, the European Commission delivered to Armenia the first progress report on the implementation of the visa liberalization action plan (VLAP).

It records the clear political commitment of the Armenian authorities to implement the necessary reforms aimed at visa liberalization with the EU. The Armenia-EU visa liberalization dialogue was officially launched in September 2024, and the VLAP was delivered to Armenia in November 2025.

It envisages the implementation of 74 benchmarks, which are being implemented in two phases: the formation of an appropriate legislative and policy framework, and ensuring their practical implementation and enforcement.

The first progress report assesses Armenia's progress towards meeting the first set of benchmarks, focusing exclusively on the legislative and policy framework in four key blocks: document security, including biometrics; integrated border management, migration management and asylum; public order and security; and external relations and fundamental rights.
