2026 Iran has included a demand for $300 billion in economic reconstruction funds in a draft memorandum with the US, according to sources familiar with the document, Mehr News Agency reports.

According to Mehr, the draft memorandum consists of 14 points and envisages a gradual normalization of relations between Tehran and Washington. Iran's main demands include the complete lifting of US sanctions on and naval blockade of Iran, the unblocking of $24 billion in Iran’s frozen assets, the cessation of military operations in Iran and Lebanon, and the withdrawal of US troops from areas adjacent to Iran.

A separate section of the agreement concerns the Iranian nuclear program. In this connection, Iran is ready to confirm its adherence to the Treaty on the Non-Proliferation of Nuclear Weapons, and begin 60-day talks to develop a final solution to nuclear issues.

As per Axios, within the framework of the agreement under discussion, Iran is also ready to undertake a commitment not to create nuclear weapons and limit the level of its uranium enrichment under the monitoring of international inspectors. Axios noted that such provisions generally meet US requirements regarding the nuclear program. Under the memorandum, the final agreement must be approved by a UN Security Council resolution.

Also, it is proposed to create a special monitoring mechanism to monitor the implementation of the agreements. The Iranian foreign ministry announced that the publicized document is not yet the final version and still needs to be agreed upon.

US President Donald Trump on Thursday announced that the aforesaid agreement was in the final phases of preparation, and all that remains is for the parties to sign the documents. And Iranian foreign ministry spokesperson Esmail Baghaei stated that work on the text of the agreement was practically completed in the main directions.
