Iran has recorded at least 42 significant violations by the United States of the memorandum of understanding. This is stated in a letter that the Islamic republic’s permanent representative to the UN, Amir Saeid Iravani, sent to the UN secretary-general and the president of the Security Council.

"The Islamic Republic of Iran has documented 42 cases of clear and substantial violations of the Islamabad memorandum of understanding by the government of the United States," the document says. The Iranian diplomat noted that "almost immediately after the memorandum was signed and up to the present time, the United States" has systematically violated its obligations.

"The United States is the aggressor, not the victim," the letter emphasizes. "Deliberate attacks against civilians and civilian infrastructure constitute war crimes and crimes against humanity."

The United States and Israel began a war against Iran on February 28. In June, Washington and Tehran signed a memorandum of understanding providing for an immediate cessation of hostilities on all fronts, including in Lebanon. Then, in Switzerland’s Bürgenstock, talks were held between the United States and Iran, mediated by Doha and Islamabad, on implementing the memorandum. However, on the night of July 8, the United States resumed large-scale strikes on Iran, accusing it of violating the terms of the agreements reached regarding the Strait of Hormuz. On July 13, Iranian Foreign Ministry spokesman Esmaeil Baghaei said that Tehran had not violated the memorandum signed with the United States even once, and that full responsibility for its non-implementation lies with Washington.
